Job Description
Role Purpose
To manage all costs relating to construction projects from initial calculations to final accounts, ensuring value for money while meeting quality and contractual requirements.
Key Responsibilities
1. Pre-Contract Duties
· Prepare cost estimates, budgets, and tender documents
· Conduct feasibility studies and cost planning
· Perform value engineering to optimise project costs
· Analyse drawings and specifications for cost implications
· Prepare Bills of Quantities (BOQ)
· Support procurement strategy and tender evaluation
· 2. Contract Administration
· Administer contracts in accordance with:
· FIDIC
· SIA
· PSSCOC
· (as applicable to project)
· Prepare and issue payment claims, certificates, and variation orders
· Assess contractual risks and claims
· Monitor compliance with contract terms
3. Cost Control & Financial Management
· Track project cash flow and cost reporting
· Monitor budget vs actual cost
· Evaluate and negotiate variations
· Prepare cost forecasts and financial reports
· Identify and mitigate cost overruns
4. Procurement & Subcontract Management
· Prepare tender packages for subcontractors
· Evaluate and recommend subcontract awards
· Negotiate rates and terms
· Manage subcontractor payments and final accounts
5. Measurement & Valuation
· Perform quantity take-offs
· Value work done on site
· Assess progress payments
· Prepare final accounts
6. Stakeholder Coordination
· Liaise with:
· Project Managers
· Consultants (Architect, C&S, MEP)
· Contractors & suppliers
· Provide commercial advice to project team
· Key Deliverables
· Accurate cost plans and budgets
· Timely progress claims and certifications
· Controlled variation and change management
· Final account closure within timeline
· Cost reports with risk analysis
Required Qualifications
· Degree / Diploma in Quantity Surveying, Construction Management, or Building
· 5 –10 years relevant experience (depending on level)
· Knowledge of MEP and building works measurement
· Familiar with Singapore standard forms (SIA, PSSCOC)
· Key Skills & Competencies
· Strong cost planning and estimation
· Contractual knowledge
· Negotiation and commercial acumen
· Analytical and detail-oriented
· Good communication and stakeholder management
· Proficient in QS software (e.g., CostX, Cubit, Excel)
· KPIs / Performance Metrics
· Budget accuracy (±5% target)
· Variation turnaround time
· Final account closure period
· Cost savings achieved through value engineering
· Claim assessment cycle time
