Job Description
Responsibilities:
· Manage the project delivery and network assurance strategy. Generate and integrate project plan, scope, risk management and organize resources to delivery project in time. Guarantee network stability and responsible for the project business results achieved and customer satisfaction:
· Lead end-to-end project lifecycle management for telecom/enterprise initiatives (e.g., 5G deployment, network modernization, IoT integration, solution deployment for local company), ensuring alignment with business objectives and PMI/PMP standards.
· Develop comprehensive project plans using PMP methodologies, including Work Breakdown Structure (WBS), Critical Path Analysis, Gantt charts, and resource allocation matrices.
· Define and document project scope, objectives, and deliverables through scope statements and Project Charters, ensuring alignment with stakeholder expectations.
· Lead and integrate subsidiary plans (schedule, cost, quality, procurement) into a cohesive project management plan, to ensure deliverables are on time and within budget.
· Establish and maintain a scope baseline, managing changes through a structured Change Control Process (CCB approval, impact analysis, documentation).
· Proactively prevent scope creep by conducting regular scope validation sessions with stakeholders and updating scope documentation.
· Develop detailed project budgets using bottom-up estimation techniques, incorporating CAPEX/OPEX, labor costs, and contingency reserves.
· Monitor budget performance via company tools and reports, addressing variances through corrective actions.
· Address SOC (Statement of Compliance) from clients, ensuring alignment with contractual and industry standards, based on Company product, solution and RAT list.
· Perform risk identification, qualitative/quantitative analysis, and risk response planning (avoidance, mitigation, transfer, acceptance).
· Maintain a dynamic Risk Register, prioritizing risks based on probability/impact matrices, and implement contingency plans for high-priority risks.
· Map stakeholders using power/interest grids and develop tailored Stakeholder Engagement Plans to address communication needs and influence levels.
· Facilitate regular steering committee meetings with senior leadership, clients (e.g., telecom operators), and vendors to align expectations and resolve conflicts.
· Design and implement a Communication Management Plan specifying frequency, channels (e.g., Slack, Teams), and formats (status reports, dashboards) for internal/external updates.
· Chair daily stand-ups for Agile tasks and deliver executive-level presentations on project health (SPI, CPI, RAID logs).
· Support telecom project bids, tenders, or pre-sales activities by providing cost estimates, resource plans, and delivery effort assumptions.
· Serve as primary communication and cross-functional collaboration point between R&D, engineering, and operations teams across geographies.
· Cooperate with stakeholders, and key responsible to identify, resolve high risk issues in time.
· Handle and manage customers’ complaint, organized management escalation and work with customer to implement the solution in time, responsible for satisfaction of high-level customer;
· Manage project team members to comply with network quality and network security, ensure the project delivery comply with standard qualities and best practice.
· Responsible for achieving the project’s business target; assure revenue in time, implement potential cost savings and budget optimization opportunities.
· Manage change orders and claims to protect project margin.
Requirements:
· Minimum a Bachelor’s degree in Engineering, or related field.
· Minimum of 10 years of project management experiences in both mobile (RAN, transmission) and fixed network (IP/MPLS, Access, MSAN, Aggregation).
· Prior experience in data center facilities projects will be an added advantage.
· Strong understanding on telecommunications network architecture to translate complex technical concepts into project plan.
· Experienced in network merger, network convergences, network redeployment, and multi-vendor relocation projects.
· Experienced in group level telecom mobile, fixed and data center facilities project bids, tenders, and pre-sales activities.
· Must be a responsible person, pro-active and customer-oriented.
· Exceptional negotiation skills to manage vendor contracts and SLA compliance.
· Adaptive leadership style to navigate matrixed organizations and multicultural teams.
· Proficiency in Mandarin is essential to ensure effective communication and address progress, issues, and requirement precisely with the Chinese-speaking stakeholders, including head office, business counterparts, and customers based in China.
· Excellent team player with good initiative and ability to perform under pressure and work in fast paced environment. Flexible in work time arrangement as this role may require performing night duty as per job request.
