Job Description
Role Overview:
This is a senior leadership role responsible for driving IT strategy, overseeing day-to-day IT operations, and managing information security and regulatory compliance for the Singapore branch.
You will work closely with regional Head Office teams, internal stakeholders, vendors, and regulators (MAS) to ensure stable operations and successful rollout of IT initiatives.
Key Responsibilities
IT Strategy & Operations
- Develop, implement, and maintain the overall IT strategy for the Singapore Branch in alignment with Head Office policies and business objectives.
- Oversee day-to-day IT operations, ensuring systems, networks, and applications are stable, secure, and efficiently managed.
- Coordinate with the Head Office IT and Information Security teams for system rollouts, upgrades, and IT initiatives.
- Formulate and implement IT infrastructure development strategies to support business growth and operational efficiency.
Information Security & Compliance
- Lead the information security program, including policies, procedures, and controls to safeguard branch data and IT assets.
- Monitor, report, and resolve IT and information security vulnerabilities, collaborating closely with Head Office teams.
- Ensure adherence to MAS Technology Risk Management Guidelines, MAS Outsourcing requirements, and other relevant regulatory frameworks.
- Liaise with internal and external auditors and address audit findings related to IT and security matters.
System Administration & Maintenance
- Oversee the administration of IT systems, including servers, databases, networks, and telephony solutions.
- Ensure regular inspections, maintenance, and updates of IT systems and equipment to maintain operational stability.
- Manage user access, system authorization levels, and passcode control to safeguard critical systems.
- Coordinate onboarding of new systems/functions, including needs assessment, installation, testing, and maintenance.
Team Leadership & Vendor Management
- Lead, mentor, and supervise a team of three IT professionals, fostering a culture of collaboration, compliance, and operational excellence.
- Manage IT suppliers and vendors, including procurement, contracts, and service-level agreements, to ensure cost-effective and reliable IT support.
- Ensure IT policies, operating procedures, and system manuals are up-to-date and adhered to by staff.
Project Management & Stakeholder Engagement
- Collaborate with internal stakeholders and Head Office for successful rollout of IT initiatives and strategic projects.
- Ensure effective communication and alignment with cross-functional teams on technology solutions.
- Support ad-hoc IT projects and initiatives assigned by the CEO and Head Office.
Requirements
- Education: Bachelor’s Degree or higher in IT, Computer Science, or related field. Project management experience is required.
- Experience: Minimum 15 years in IT/Information Security roles, with significant experience in banking operations and IT team management.
- Certifications (preferred): MCSA, MCSE, CRISC, CISSP, or other relevant professional certifications.
- Strong knowledge of IT infrastructure and systems, including Windows, MS Office Windows Server, MS SQL Server, Linux RedHat, Avaya PBX, TrendMicro OfficeScan, ForcePoint Websense, and Winmatrix.
- In-depth understanding of MAS IT and information security regulations, and industry best practices.
- Excellent leadership and team management skills with the ability to motivate and develop staff.
- Strong interpersonal, negotiation, and presentation skills, with proven ability to engage stakeholders at all levels, including Head Office in Taiwan.
- High compliance awareness, proactive problem-solving skills, and a positive work attitude.
- Excellent verbal and written communication skills in English; knowledge of Mandarin is a plus.
