Job Description
Position Summary
This role will oversee both the Philippines- and Singapore-based teams, with responsibility for centralizing and optimizing fuel procurement, primarily coal, as well as heavy fuel oil, diesel, and liquefied natural gas (LNG).
The position will lead initiatives to optimize costs and scheduling, while identifying opportunities to enhance margins through strategic arbitrage. In addition, the role will spearhead the group’s expansion into trading across both physical commodities and paper markets, and support the development of investment strategies aligned with key areas adjacent to the core business, including fuel management, power plant operations, energy sales, and commodities trading.
Key Responsibilities
Fuel Management Strategy
Coordinates with the TBG FMT to align sales initiatives/strategy/trends to ensure alignment with strategy to be implemented at Singapore.
Lead initiatives in expanding value-adding activities at Singapore in fuel management and growing the business such as third party trades and paper trades.
Develop and implement cost-optimization strategies, including efficient scheduling and sourcing techniques.
Identify and execute arbitrage opportunities between fuel costs and power station revenue streams.
Planning and Performance Management
Leads and Monitors the Singapore team’s engagements with suppliers and stakeholders to ensure partnership is being maintained.
Monitors short and long term shipment plans based on actual consumptions and consumption projections and ensures all shipments are fully coordinated with Singapore.
Leads optimization and cost reduction efforts in procurement, planning and scheduling of fuel across the AP Transition Business Group
Ensure SLAs are aligned with TBG and FMT’s strategic objectives (i.e. Tier 1 and 2) and reflect the expectations of internal stakeholders such as the Fuel Committee, AP Wholesale and the Board.
Continuously monitor Singapore's performance against SLAs, tracking and analyzing metrics and identifying trends and areas for improvement, providing regular reports to senior management and collaborating with Singapore to implement corrective actions.
Act as the primary point of contact for resolving issues, escalating critical matters to the relevant TM or Leader. Facilitate effective overall communication between internal teams and Singapore to address challenges and find solutions promptly.
Identify opportunities for process optimization and efficiency improvements to meet or exceed SLA targets. Implement continuous improvement initiatives to enhance service delivery and drive operational excellence.
Conduct regular performance reviews and meetings to ensure alignment and address any concerns.
Ensure adherence to legal and regulatory requirements related to the transferred processes.
Mitigate potential risks associated with SLA deviations, contractual obligations, and data security.
Oversee procurement activities for heavy fuel oil, diesel, and LNG as required.
Trading and Market Expansion
Spearhead the company’s entry into trading of physical fuel and paper markets.
Develop and execute hedging strategies to mitigate risks and enhance profitability.
Establish trading practices and protocols, ensuring compliance with international trading standards.
Collaborate with the finance and legal teams to structure trade deals and contracts.
Vertical Integration & Investment Initiatives
Explore and lead vertical integration initiatives, such as the financing of mines and long-term offtake agreements to secure favorable fuel pricing.
Drive investments in key infrastructure projects, including coal blending facilities.
Assess and lead investments in new power projects across the region, utilizing capital generated through trading activities.
Technology & Innovation
Leverage Singapore’s technological ecosystem to adopt AI, data science, and advanced forecasting models to improve procurement, trading, and operational efficiencies.
Implement digital solutions to enhance market analysis, demand forecasting, and supply chain optimization.
Foster a culture of innovation, ensuring the team stays ahead of industry trends and technological advancements.
Business Development
Identify and evaluate new business opportunities and partnerships that align with the company’s fuel procurement and trading objectives.
Collaborate with internal teams to assess feasibility and profitability of new projects.
Develop business cases for new initiatives, including adjacent market opportunities, vertical integration, and trading expansions.
Review and lead market research and competitive analysis to uncover emerging trends and opportunities in the fuel and energy sectors.
Monitor regulatory and technological developments that may impact fuel procurement and trading activities.
Develop strategic initiatives to enhance the company’s competitive position and market presence.
Assist in structuring financial models and contracts for business development projects.
Drive innovation and expand the company’s footprint in energy trading and investment.
Procurement
Lead the offshore procurement team to secure fuel supply as well as relevant freight requirements for power stations in the Philippines as well as for possible third party trading.
Reviews and discusses supply agreement with the fuel management team and ensures that each proposal has been fully optimized and is aligned with the processes of Singapore and for eventual billing to each Business Unit.
Ensures the proper implementation of the terms and conditions of the various supply contracts between Supplier, Singapore and Singapore to the BU’s.
Quality and Control
Monitors and ensures compliance of suppliers to contractual terms and penalty provisions.
Ensures the observance of lead-time for shipment, as well as the completion of the documentation required by Customs.
Oversees real time monitoring and projection of inventory
Ensures compliance of Singapore Power team to the established internal policies and procedures of Singapore (HR, Legal, Finance and Accounting)
Implementations
Lead end-to-end implementation projects, including , planning, and execution of the transition
Collaborate with internal stakeholders and Singapore to define project milestones, deliverables, and timelines.
Monitor project progress and identify potential roadblocks, addressing issues proactively to ensure timely completion.
